as long as it is not installed on a drain line. If it is used strictly on the vent system then yes it can be used horizonally.

Yes if the vent pipe is 4" and vertical by code and there is nothing connected between your toilet tee and where you would connect your new toilet tee. If not worried about codes then yes you can connect to a 3" vent line if no other vent lines are connected down stream. If you have a vent pipe that is less then 3" and or you have other vents connected between your old toilet tee and your new toilet tee then NO you can not connect a new tee for your toilet.
when using the same vent stack as a lavatory you must cut in the 2" sanitary tee for the washing machine trap below the 2"X1 1/2" tee catching the sink waste. the lower the better. Try not to exceed 24" from washer drain outlet to washer trap. Also,Never flush a major fixture past a minor fixture
most long sweep tee's are called combination fittings which are basically a wye and 45 made into one fitting. If your tee looks like that combination it may be used. Plumbing codes vary from state to state so it could be otherwise.

The toilet should have a 3" drain coming from the toilet and has to leave the room some where. When it passes the wall you can put a 3"x 2"x 3"sanitary tee( which should be going with the flow)and have vent stack running along the interior of the wall this may involve tearing out the drywall. Then just tie the vent on to an existing one. Keep in mind; the vent can be 2", and the vent can be no more than 4' away from the center of the toilet drain.
