Keeping a parakeet and a finch together would be a very, very bad idea. The parakett is a hookbill with a very strong beak and could easily kill the little finch. Especaially in a small cage. Even if the finch wasn't killed, he would be under constant stress from having to live with a much stronger and aggressive bird. I would NOT attempt this.
Unless the birds were raised together you will have a dead parakeet or parrolett. Parroletts are VERY VERY territorial and unless raised together the parrolett will try to chase off or kill your parakeet.

The longer the better, and it all depends on you and your schedule. A lone parakeet will benefit and be tamer the longer you spend together.
