Yes spinosaurus has powerful claws and it's massive size, it's bite is not as deadly but can injure the t-rex, so yes a spinosaurus can kill a t-rex.

No it cant although it is the biggest the t rex was more aggressive and durable on land than the spinosaurus. The t rex also had the strongest bite which is more important than size if we are talking about dinosaurs. The t rex's arms are more powerful than you think each arm was around 3-5 feet in length and was also used to hold down prey. So with the facts and everything the t rex would destroy the spinosaurus.
