Yes it can, subject to treaty provisions.

Also, every state that has a sales tax has a corresponding "use tax" on items that are brought into the state on which the sales tax has not been paid. The use tax applies to imports as well as items bought in the United States. US Customs shares information with the states and a few states surprise people who bring in large purchases from overseas with a large use tax bill together with penalties.
