It depends on the circumstances. Al thought it is legal for anyone to have one in public places (except for schools and such) it is illegal to threaten someone with it unless it is considered self-defense. I would personally not recommend that the boy has a knife in his possession at all time unless he is in a dangerously located area that might be threatening and lethal to him.
