A felon with a discharged sentence (ie: any sentence including jail term, probation, fine or parole has been served) can travel between the Virgin Islands and British Virgin Islands. There are some exceptions, such as those restrictions placed upon registered sex offenders when they travel.
A felon on probation or parole may be permitted to travel to the BVI with permission from the court. Most often a vacation does not qualify as a reason for a person under sentence to leave the United States.
On the flip side, the Virgin Islands has integrated its port system with the efforts of Immigration and Customs Enforcement (ICE), Homeland Security, the Transportation Security Agency (TSA), the U.S. Coast Guard and High Intensity Drug Trafficking Area agents. Thus a felon without a discharged sentence who is trying to flee to the BVI has a gauntlet of local and federal agencies to get through.
