Can a user be banned for asking irrelevant or useless questions devised to waste time?

WikiAnswers has a policy of "No Stupid Questions." What that translates to is that there are no irrelevant or useless questions.
That being said, there are nonsensical or unintelligible questions. There are also questions that cyberbully. These questions are removed when they are identified or discovered. This is the role of the 1,700 supervisors on the site. And, removal of questions are largely at their discretion.
If it is determined or interpreted that a contributor is violating the rules of WikiAnswers by asking inappropriate questions, then yes, those contributors can have their access to the site interrupted.
