When a person dies the soul goes to heaven (if its good) the body goes to the earth and that which remains may become the ghost.
As a vampire is composed of that which was the body there is not that which constitutes the ghost around to become one later.
So it is quite possible for the vampire and the ghost of a person to exist at the same time.
