No they do not use or make electromagnetic radiation to make light. The light is made with DC current made with capacitors to lower the voltage down from 110volts. In good LED lights there is power factor correction and power rectification to keep from polluting the AC line with extra sin waves. Cheers Don

You will be undervolting the LED by .3V, but otherwise it should work ok. Note the LED will not be quite as bright as it would be with 4V, but 0.3V isn't much to worry about.
