If minor is served alcohol in a bar and is cited for DUI can bar be sued?

Depends on the situation. If the minor is knowingly let into the bar and served alcohol and the bar doesn't have the proper licenses, then YES the bar can be sued. If the minor is let into the bar and the bar does have proper licenses, then the bar will be fined and most likely their license will be suspended or taken away. If the minor got into the bar using a fake ID that was not theirs, the ID will be taken away and the minor could face more penalties.

What is the law as far as kid under 21 in a place with alcohol in Pennsylvania?

The law states that those under 21 may not be served, or consume alcohol. As afar as being allowed into an establishment that serves alcohol - that sounds like a rule enforced by the management of the venue IN which the aclcohol is served. If the management does not want under-21 patrons in the business (probably due to the difficulty of enforcing the ABC counsumption laws) they can bar under-age persons. The business is, after all, PRIVATE PROPERTY, and the management may bar whomever they wish.

Can you claim personal injury if you were at fault?

You can actually sue after a DUI accident that was caused by you if you were served alcohol as a minor. Under Social Host Liability laws and Dram Shop Laws, a minor who was served alcohol and later gets into a serious DUI accident can sue the person or establishment that served him or her. For example, if a underage person is given alcohol at a bar or at a party-by the host of the party-and then gets in a severe wreck, he can sue for his own injuries. The links below go into Social Host and Dram Shop laws in more detail.
