I just received an e-mail asking me to add my name to a list being sent to the President asking him not to give social security to illegal aliens. How can an illegal alien get social security? Wouldn't they have to prove they are a citizen?

Entitlement to retirement benefits is not determined differently for citizens and permanent U.S. resident, but is based on entitlements accrued through wage earnings, and age at which benefits can be claimed. The accrual and collection of the retirement benefits are accomplished by mandatory Federal Insurance Contributions Act payroll taxes (FICA deductions) which are paid into the Federal Old-Age (Retirement), Survivors, and Disability Insurance (OASDI) fund operated by the SSA (Social Security Administration). FICA taxes apply to all earned wages. Income taxes are due on wages, as well as on benefits which exceed specified amounts. For the year 2008, the OASDI fund was estimated at having paid over $615 billion (USD) to an estimated beneficiary count of nearly 50.9 million persons --- indicating an overall average payment of slightly over $12,000 per year, per person.

For many years, 65 years was considered the standard (or 'normal') retirement age but, in somewhat discriminatory manner, the 'full retirement age' has continued being incrementally changed for persons born after 1937. Contributory persons born between 1943 and 1954 become fully eligible for retirement benefits at age 66; those born between 1955 and 1959 are fully eligible at 66 1/2; while those born in 1960 or later become eligible at age 67. Currently, a qualified retiree may, depending on when he/she was born, qualify for partial retirement benefits at age 62 or 62 1/2, and not receive full benefits until age 66 1/2 or age 67.

An eligible worker who defers (by delaying claim to) receipt of benefits, or continues working until age 70 or 70 1/2 receives 'credits' which increase his/her entitlement amount once he/she begins collecting his/her retirement benefit amounts.
