There are many many many quests in Fallout 3. So many that it would be very hard for me to write them all down. Try looking it up on Google or Bing and see what you can find and if any websites have all of them listed.

No, the quests are only available for new players, and can only be completed once; if you wanted to do them again, you would need to restart your entire game. However, you can do objectives, which are like a slightly harder, more advanced version of the quests, available to all players.
There are 81 quests all total. Some are mandatory, but others are optional. Some quests have to be triggered by doing certain actions. You can play all the way through the game and never have them appear. An example of this is the Blackmail quest. If you only have one family at a time, this quest will never appear. If you get married to two or more spouses and keep them for long enough, you will eventually be blackmailed and have to go deal with it. There are other quests that are not available until you beat the game.
Once you have completed all the free quests in Runescape nothing happens, you can continue to play as normal and if you have members benefits then you can carry on your questing by completing members quests.
