Yes, in the U.S. you must be 21 to purchase or own a handgun, but someone under 21 can possess a handgun, at least in most states, as long as the person is engaged in a legal activity and is in legal possession of the gun (has permission to have it). Most, if not all shooting organizations have junior divisions and/or allow minors to participate.

A few years back, I remember seeing a news article about a ten year-old who had gotten a FOID. So, tentatively, the answer would be yes. However, possession of an FOID does not permit you to purchase a firearm while still underage.

No, according to the Illinois state web site. The minimum age to own a handgun is 21 there. However, someone under 21 can possess a handgun under certain circumstances, like target shooting. Since Illinois requires a FOID card to own a gun, I suspect that someone under 21 would have to be in the presence of the owner, but I'm not sure.

It isn't an illegal state law, but it could be a local law. You will need to call your local police department and ask if you can carry a BB gun in the holster.
