Epoxy is a near perfect water barrier. This applies to salt water as well. As the epoxy coated tank and the salt water does not contact, the corrosion does not occur.
Aquarium salt, not sea salt. Make sure it is freshwater salt, not marine salt or iodized. Salt in fresh water tanks can reduce stress and help in healing. Many types of fish including the live bearers and gold fish greatly benefit from it , helping to promote reproducing.

If you are premixing the salt in a large container outside the tank, then put the sand in first. If you are going to mix the water and salt in the tank, then put the water in and mix it first, and then when its mixed put in the (rinsed!) sand. It will fog up, but that will go away.
A tank is just a box made out of glass. You could put either salt water or fresh water into this box with the appropriate filter media. No, fresh water fish cannot survive in salt water, but it doesn't matter what kind of tank (box) they are put in. note: most fresh water fish like a little bit of salt in their water. It improves their gill function and gives them needed electrolytes. However, this is only a small amount (1 tablespoon per 5 us gallons), so don't overdo it.
