You should probably check the wording of your contract, but in general this is ok, they're moving your hours around rather than making you work more. Your employer, after all, is the one who gives you work and sets your hours in the first place. Even someone working '9 to 5' will find that these hours are not actually set in stone, with the company having no right or power to change them when needed.
'Overtime' looks at the amount of time you work, and not necessarily the times that you do it. If you work 40 hours a week, adding one hour to one day and subtracted one for another is fine. Making you work 41 or more hours, would be considered overtime.
