This varies a lot per country and server. It seems the admins do some irregular checks to delete a bunch of inactive players.
You can search for them on the map, this is convenient because normally you want to find inactive players near you. Players who do not grow in population are often inactive, so you should check regularly to find out who is inactive and who's not.There are also other ways to find inactive players, but I think they're illegal.

No. Its against the rules to share, sell or pass inactive accounts. Account sharing is a bannable offense.
To close the account, simply do not log in. Those players with less that 1,000 points that have not been logged in for three days will be purged from the system. Those with points over this amount will be purged at set times due to inactivity. This does not include those players who have paid money to get Evony game coins. Also, if you have high enough grievance and no loyalty, your account will be deleted within 5 days. So if you want it deleted, you could just raise your taxes a lot.

Until this season (2011), the NFL allowed you to dress 45 players plus an emergency (i.e., third-string) quarterback. The emergency QB was considered an inactive player until the fourth quarter, at which time he could enter the game with no consequence. If he was forced to enter the game prior to the fourth quarter, then the first two QBs would become inactive and could not reenter the game. The rule was changed this year. Now teams may dress 46 players and there is no emergency QB.
