Of course a person can run and win an election. Many people today are serving their city, state, and national offices.
In many democratic nations there are elections at all levels and sectors of government. In the US, a city counsel member in a small town is an elected position and there is a chance for "ordinary" people to win elections. Many politicians began their political career in low level positions. A person can become more than an ordinary citizen if efforts are made.
