i think making a dog live outside is definitely abuse. so yes they can come, and go inside and out. so never make a dog live outside, especially really old dogs, or puppies.

reasons: they can gather ticks with lime disease, or fleas,

if their old they may suffer arthuritus in the winter.

they may be very skittish

and if their puppies. when they grow up, they will be very dominate.
