rightside bottom of steering column
I have a 1990 Cutlass Calais. I had to remove a plastic panel under the steering Column. It was located to the left of the column under the dash.

Is located under the dash board driverside. 1st remove panel underneath the steering column. Then look up for it, it should be between the steering columnand the brake assembly...column
Yes you could but it has a neutral safety switch for a reason.
The turn signal flasher is under the the dashboard attached to a clip mounted to the steering column.

The ignition switch(not to confused with the ignition key lock cylinder)is located on the steering column under the dash.Some models can be a little tricky to reach.Most would be accessible by dropping the steering column.Not a hard job to do.
Look in the fusebox for a round silver or chrome thing that just plugs in, if it isn't in the fusebox it will be up under the dash under the steering column.
A Caprice steering column can be replaced by another as long as it matches. It if comes from another Caprice of that year, it will fit properly.
You will have to pull the steering wheel off and then take the top cover off the steering column and then you can get to the bolts that hold the switch in, you will need a new switch.
