Countries must apply to join. They have to meet certain criteria. These include having a stable democracy that respects human rights and the rule of law; a functioning market economy capable of competition within the EU; and the acceptance of the obligations of membership, including EU law. Evaluation of a country's fulfilment of the criteria is the responsibility of the European Council.

Why isn't a passport needed to travel in European Union countries?

Some people will need passports and even visas to travel in the European Union, if they are not from any European Union country. Many countries that are members have agreements to enable easier travel. However, people should always have identification and so they should bring their passport anyway as a way of proving they are from a European Union country.

Would there be any problems if a new country joined the EU?

At the present time (Sept. 13, 2011) the nation of Greece seems to be on the verge of bankruptcy, which would be very bad for the EU. It is not clear that any new country would even want to join the EU in its current state of financial uncertainty. If the finances are ever fixed, then it would seem to be possible for new countries to join the EU with no problem - as long as that new country is European. It is specifically a European union, it is not open to everybody.
