In order to become a member of the Vandal Patrol, you must first become a Supervisor on site. After becoming a Supervisor, you must graduate from the Mentoring Program. Once you have graduated from the Mentoring Program, you can become a member of any division within the Patrol.
To become a Senior Generalist in the Vandal Patrol, you must complete 40 missions.
Senior Vandal Patrol badges are awarded to top ranking Vandal Patrol members who have surpassed the highest level of mission completion in their particular division.
To become a Senior Site Investigator in the Vandal Patrol, you must complete 40 missions.
15To join the Vandal Patrol you must be a supervisor and a graduate of the Mentoring Program. The minimum age to become a supervisor is 15.

First, you have to be a Supervisor. Then, you need to join the Vandal Patrol and opt to be a Site Guardian. Then, after you have completed a certain number of hours (500, maybe) you will be crowned a Senior Site Guardian.
