Many people probably could, but if this is something that you have been assigned, then it is important that you do it yourself. Getting someone else to do it for you could get you a failing grade. If you haven't read it yet, sometimes it is still possible to write the report. Try skimming and getting the general idea, finding something specific to talk about, and then get quotations from the book to support you as you go along. You'll have to read some of it, or maybe get the Cliff notes at least... but it is better than cheating.
Another thing that you could try is to ask your teacher for an extension. Not all teachers are open to that, but since it takes teachers a long time to read and grade all the papers, he or she might give you a couple of extra days so that you can do a better job.
