Yes, this is the nucleus. It is composed of a number of protons and neutrons (except Hydrogen, which has 1 proton and zero neutrons).

Both protons and neutrons have about the same mass (which is much more massive relative to the electron). A proton has a positive electric charge, and a neutron does not have an electric charge.
