I'm unaware of anywhere that would prohibit such a marriage, assuming it's otherwise legal.
There can be complications from the particular match you're describing should they choose to have children, though. Rh negative mothers can react badly to an Rh positive fetus and produce antibodies against the fetus. There are treatments the mother can be given to temporarily supress her immune system against the Rh factor in the fetus, allowing her to carry the child to term, but it's important that such a couple seek the guidance of a physician to determine whether such treatments are needed.
Normally the ABO type doesn't matter... except in the particular case of a type O mother. So there's kind of a double whammy in this particular match; O-type antibodies are IgG and can cross the placental barrier (other blood types usually produce IgM antibodies, which do not cross the barrier).
Blood group has no bearing on who you marry at all; cultural beliefs that it does are quite mistaken.
Yes. Blood group has no bearing on who may marry whom. Blood tests before marriage test for syphilis, not blood group or type.

yes, he can. If boy blood group A positive or any other such as B or O positive and girl have A, B, or O, or AB negative then can be danger for offspring. If she already have positive blood group, there is no danger.
