Yes, but it should be given as a treat as too much can give them the runs. Also you have to prepare it for them by peeling the skin off it and either cut the inside into bite-size chuncks (size of the space imbetween their eyes) or mush it but they're more likely to eat it if its in chunks.
They CAN eat everything from Pizza to pencil erasers...but they SHOULDN'T, as these things are not good for them. Mandarins are a type of orange, and fruit is not good for bearded dragons. Citrus fruit even less so.
