The helmet laws arent' the same all over, so it's not always illegal.

When it is illegal, it's because society doesn't want to have to pay for hospital care for all those head injuries that would have been avoided if the cyclist had used a helmet.

Actually, yes, but it's very, very rare. The buckle of the chin strap is nowadays designed to release at a certain amount of pull, but if the buckle to the chin strap is either very old, or perhaps messed up in some way it might hold on and cause you to get strangled instead if the helmet catches on something.

It's the same with life vests, air bags and seat belts too. If circumstances are strange and unusual enough these too can and have killed people.

I wouldn't worry about it though - for every rare person who's been injured by a safety device like these there are thousands and thousands that have been helped. You're so much more likely to benefit from wearing one that it's not much of a question really.
