Bears are not purple. They are brown or black. Or white like a Polar Bear.
There are many subspecies of American black bears, and the NW USA has several. You need to look up the subspecies of black bears at the library to find a map, and compare that to your area of interst. There are actually no small brown bears in a black color, though there are black bears in a brown color. These bears are called cinnamon bears. Blacks also come in white, albino, blonde, glacier blue and purple (so black it has a purple hue)
Pandas live in the bamboo forests of China. Pandas are not, however, purple. There are Giant Pandas, which are black and white, and Red Pandas, which are... well, kind of reddish-brown, actually.

Black bears come in Black, Cinnamon (brown), White (not albino, though they can also come in albino), Blonde, Glacier Blue and Purple (so black that it has a purple hue). Brown bears come in different shades of brown. They also come in Blonde and again, Albino is a possibility of any creature. Polar Bears are generally White.
While they are found mostly in the mountains, it is more a factor of human population then being there. I've seen black bears within a few miles of the ocean in North Carolina.
