I'm not a doctor, but I would think that over time, once you learn to control your anxiety and fear, then you can lower your blood pressure. Another way would be to remove yourself from the environment in which you are surrounded by, that is raising your blood pressure. Anxiety disorders and genetic pre dispositions to high blood pressure don't help but you can either take medications or exercise to help lower it over time. In conclusion, yes over time if you continuously stop creating cortisol in the body, your blood pressure should return to normal.
