Try washing the sheer curtains using cold water Tide soap and add about 1 cup of white vinegar to the water when washer is full. Use the delicate cycle setting on your Washer or can hand wash using this same formula, rinse well.
The only dust-proof curtains I could find were made of PVC material. I'm not sure those would be the best on windows! I did see where you could periodically wash your curtains in the clothes washer, dry them, and that would get rid of the dust.
