Is there a sealant for water line leaks under the slab of a home that can be pressurized to spread throughout the water lines and seal pin hole leaks?

Sure there is. Epoxy coating the inside of the pipes is what you are talking about. A liquid epoxy is put in the pipes, blown throughout the pipes, and cured in place to seal pin-hole leaks. It is a good technology that has been around for 25 years. It allows pipe repair without breaking concrete, but is a fairly expensive technology.
