No you shouldn't. But I guess it depends on the harness. If it supports your dog, is not hurting it, gets the job done, and is definitely secure, then I guess it'd be okay!

I take it you mean for walking and if so, of course, as they have good padded chests. The concept of fitting a dog car harness, attaching the seat belt strap and being able to quickly unbuckle the strap, attach the lead to the back of the dog harness and walk your dog is a major selling point for most dog car harness manufacturers. Conversely the bestselling EzyDog harness is aimed at sports, walking and running but also comes with a dog seat belt attachment, so it is marketed as a 2 in 1 product. I have left some links to articles below.

Do dogs have to have car seats or be on carry on bags to go in the car otherwise you get a ticket?

Yes click it or ticket 🐶 In the UK it is a Highway Code rule that all pets, including dogs must be restrained in a vehicle whilst it is moving, however, sadly it is a rule which is not implemented enough. Loose dogs in cars are highly dangerous, often causing distraction to the driver and liable to become a cannonball if the driver has to brake suddenly or is hit by another vehicle. Not restraining a dog is putting all vehicle occupants including the dog at risk of injury or loss of life. Car harnesses for dogs are the safest and simplest method of restraint. Some small dogs would also benefit from using a safety tested dog car booster seat, which itself straps into the regular car seatbelt. Bergan make safety tested dog car harnesses which is the best type to look for and Solvit make a bestselling range of dog car booster seats. In some States in the US fines are regularly imposed for people failing to restrain dogs in the car.
