A cat can become stressed enough to hyperventilate. Soothing the cat by petting and cuddling it could help. Also catnip could calm the cat as well. If this is a normal behavior for the animal, seek medical advise from a vet for proper care.

I am speaking from my own personal experience of being the owner of a cat when I suggest that your cat may be stressed. Many cats when stressed over groom their selves to the point when they become bald. I am not a vet so I cannot properly diagnose your cats complaint but every time my cat grooms herself 'bald' she is simply stressed !
