Children can become Buddhist just like Christian children are often encouraged to receive the Lord or be confirmed in their preteens.
Jackie Chan is not a Buddhist.
No Where...or...Now Here...you decide.

If the parents are of faith and go to church, then they should bring their young children with them to give them a base of learning on religion from which to decide. But if, after the children reach the age where they can decide for themselves, they decide they don't want to go, then the parents need to respect their child's feelings about it and not force them to go if they don't want to. Also, if, when the young children become older, they decide they prefer to try another faith, then they should be allowed that choice, too.
You do not become a Buddhist grasshopper- you just ARE.

There is an education system in countries where the Buddhist religion is predominant. Children go to school in these countries learning abut their culture as well as the normal school subjects. For Buddhists wishing to become lamas or monks, there are special courses of instruction at monasteries and similar sites. In non-Buddhist countries, Buddhist children go to school with all the other children and ae trained in culture and Buddhism through their parents efforts. For anyone wishing to become a Buddha (an enlightened individual) there is no certification program. This is pretty much up to the individual. He or she must internalize the teachings of the Buddha to achieve enlightenment.

Such issues are generally left for each individual Buddhist to decide upon. A Buddhist might typically think about such questions by asking 'what will bring the most benefit'.
