There is an education system in countries where the Buddhist religion is predominant. Children go to school in these countries learning abut their culture as well as the normal school subjects. For Buddhists wishing to become lamas or monks, there are special courses of instruction at monasteries and similar sites. In non-Buddhist countries, Buddhist children go to school with all the other children and ae trained in culture and Buddhism through their parents efforts.
For anyone wishing to become a Buddha (an enlightened individual) there is no certification program. This is pretty much up to the individual. He or she must internalize the teachings of the Buddha to achieve enlightenment.
