I'm not quite sure if you mean what country or where in that country. It's the U.S. National Anthem, so it's sung pretty much everywhere. Certain schools sing it everyday, and of course it is always sung at major sporting events, by different famous singer (Kristin Chenoweth, Jojo, etc...)
We sing it before big events because we are Americans and we want to celebrate the fact that there is no other nation like ours. Why do we smile when we're happy or shout when we're angry? Because that is how we express what we're feeling, its our reaction to whats going on around us or within us. We sing to wish each other good luck, in the hopes that the Fates smile upon us, our friends, and our family. We hope for the future to be safe and filled with happiness, after all, we sing to show strong emotion, and in the case of the Star Spangled Banner we sing the pride of our country for the whole world to hear.
it is important because it shows how America fought that day and never gave up ,and how our flag stood strong through the worst of times.
It's been a few years, but it was on the David Letterman late show. Best rendition I have ever heard. Beyonce butchered it at Obama's swearing in festivities.

The National Anthem (The Star Spangled Banner) should follow the Pledge of Allegiance. If it does not, then no musical score/hymn should follow.
Singer and songwriter, Mariah Carey sang the Star Spangled Banner at the 2002 Super Bowl. Her performance of the National Anthem received good reviews overall.
