Answer:
Yes they can be by a vet.
Answer:
I have never heard of a dog being declawed unless for medical reasons - through injury or infection. It is barely necessary to even clip a dogs claw if it is exercised regularly and allowed to walk on hard surfaces. Dogs need their claws to provide traction on surfaces when walking or running. A dog without claws will not be able to walk or balance properly which could have long-term effects on their joints and muscles. Many vets will not declaw a dog for this reason
Answer:
Yes, They can. I own 4 dogs that have had this procedure done and they are happy and healthy. They, obviously, walked a little funny while the wounds were still healing but there is no evidence to suggest that they have any issues. And the best part is no holes in the yard.
A guinea pig cannot be declawed - you will have to learn to handle him differently so he does not scratch you. Perhaps holding him in a towel would help. You can also trim his toenails (carefully so you don't cut the quick) to keep them from growing as long and sharp.
They probably can be, but you would have to find a veterinarian willing and able to do it. You would also have to get it rabies vaccinated if you were to declaw it.
If you can't find any veterinarian to do it you can use baby nail clipper to clip his or her nails. Don't go back to far because they have a quick (the pink part - it contains nerve endings and blood vessels) take just the tips.
They can be declawed but they can never be shown if you have them declawed.

No Chinchillas are NOT endangered.
Even though they do not have claws, declawed cats do catch mice. Cats have very strong paws, as well as sharp teeth.
Many cat shows do not permit declawed cats, and most, if not all, will not allow a pedigree breed that has been declawed to show. The Cat Fanciers' Association states that ALL cats, whether pedigree or Household cats, may NOT be declawed. All other cat shows associated with the CFA abide by these same rules. Naturally, in countries where declawing is banned, do not allow any declawed cats. The International Cat Association, however, do accept cats that have had their claws removed. This is one in a minority of cat associations that allow this.
