Yes, they can eat egg shells.. however, most generally grind it up into a fine powder and mix it in with food that they make. Many people give them to their birds and some don't due to the real risk of injury.
There is no evidence to suggest that people cannot eat unfertilized cockatiel eggs, just as people eat hens eggs. The cooking times would obviously vary plus the eggs would have to be sat with the mother for a certain amount of time first until she loses interest otherwise she will just continue to lay more eggs and therefore deplete her body of it's resources to the point of severe illness or even death.

Although this clearly wasn't what the asker was asking, since the previous answerer has decided to bring it up - egg binding can be a common cause of death in female birds but it is caused mainly by lack of nutrition so as long as the bird is fed a varied diet with plenty of cuttlefish bone for calcium and dark green veg, then she will most likely be fine. If it does happen, it is always best to take her straight to an avian vet who can remove the egg safely and therefore save your bird. Never try it yourself otherwise you risk the egg breaking inside her which would result in instant death.

Despite the movies where birds eat crackers, cockatiels eat vegetables and seeds (as a treat). Your cockatiel should eat everything in moderation.
