I wouldn't recommend doing them for experience. I use them for money if I need it. I am currently level 108 in runescape classic and 131 in runescape 2.
I would recommend buying 2000 cannonballs and using a cannon there.
It costs around about 715k for the balls but you will make that money back in 40 minutes.
Also, after the first hour spent there with a cannon, you make 1 million gp+ per hour (only take bones)
The more cannonballs you buy the better.
My inv consists of 260 cannonballs 2 shark and I use glory amulet to tele to edgeville. I then sell the glory for 1k less after I use the charges.
For level 80, I'd recommend about 8 monkfish though. And stay with the 260 cannonballs :)

No, level 128 ghosts that are in the RuneScape wilderness will not drop Dragon Full Helms. The only RuneScape monster that drops the Dragon Full Helm is the Mithril Dragon which has a combat level of 178 and drops the helm as a "very rare" drop.

Yes, a level 70 can kill a green dragon with proper equipment, good stats, and decent food.
ANSWER #1:YES! You can kill a green dragon at that level just remember to bring your anit-dragon shield (if you don't have one you can get them from the G.E or from the duke of lumbrige as long as you have done dragon slayer) and some food I recommend lobsters at you're level.
