As in most democracies, conflicts are usually solved in the back rooms of power by wheeling and dealing. Even Communist leaders know that they will only stay in power as long as they have the support of Party insiders and power brokers behind the screens.

Conflicts between members of government are usually resolved through negotiation or violence. As concerns the citizenry vis-a-vis the government, the bottom line is that communism resolves domestic disputes through the use of repression and brute force. In terms of external disputes, communist regimes have no unique tools denied other non-communist regimes, such as war, negotiation, economic actions, etc.
