If we were to ask NASA what is the most difficult part of getting a shuttle into space, I believe the answer would be, getting the appropriation through Congress.
After the Office of Management and Budget (OMB), the spending must be authorized by Congress through the budget appropriation process. Congress reviews and approves funding levels for various government programs and agencies through the passage of appropriations bills.
The President can not veto just a portion of a bill. He must veto an entire bill. Knowing this, Congress can bundle legislation -- say put a vital appropriation bill in with something controversial. The president must either veto the vital appropriation or else let the controversial part through. Of course, a veto does not completely kill a bill. Congress can still pass it, if they can get a 2/3 majority to vote for it.
The President cannot unilaterally declare war without the consent of Congress. The President has to present evidence to Congress that a war would be necessary and legal. Thus Congress acts to check the President's power.
The Secretary of State is typically responsible for foreign affairs in the President's cabinet. This individual heads the Department of State and is the chief diplomat of the United States, representing the country in international relations and negotiations.
Congress did not have the direct power to tax or to regulate interstate and foreign trade. It could only ask the states for money with no means to compel payment, and the states had the right to impose their own duties on imports, which caused havoc with commerce. Congress had no authority to raise an army on its own and had to requisition troops from the states. All major policy issues — war and peace, treaties, the appropriation of funds — required the approval of nine states. The Articles reflected the nation's concern about executive power; however, the lack of an executive meant there was no effective leadership. A unanimous vote of the states, acting through their legislatures, was necessary to amend the Articles.
