yes it is completely safe to get a tattoo on the leg and as a matter of fact it is completely safe for a diabetic to get a tattoo any where the only thing is that it will take longer to heal and your blood glucose levels need to be kept between 4 & 8 for it to heal properly

If the sugar is less well controlled they may be more likely to get an infection. Also, if they have any circulation or nerve problems they should avoid getting them to far down the arms and legs.
If the sugar is well controlled and they have no nerve or circulation problems there should be no problem getting a tattoo.
