Directly, probably not. Indirectly, yes. Too much refrigerant, and you get too much system pressure, a low superheat, and it can impede the flow of PAG oil through the system. More the same with too little refrigerant. If you're having to recharge your system, it means you have a leak somewhere, and the problem will be recurring if you don't fix it.
