Yes. You need the Arcane Smithing perk from the Smithing tree, before you can improve enchanted items. They 'count' as Daedric for the 'improve twice as much' bonus given by perks on the Smithing tree, so you can improve them normally with just Arcane Smithing, and twice as much with the Daedric perk.
There is no Dragon Priest Armor, only their masks.

You have to do chapters 1, 2, and 3. You have to get all the masks in 1 to get to 2, all the masks in 2 to get to 3, and all the masks in 3 to get to 4.
Krosis is at Shearpoint. Morokei at Labyrinthian. Nahkriin at Skuldafn. Otar at Ragnvald. Rahgot at Forelhost. Vokun at High Gate Ruins. Volsung at Volskygge. Hevnoraak at Valthume. Konahrik is only a mask. Can only be acquired when first 8 masks and wooden mask placed at centre of Labyrinthian.
Chromatic dragon masks (red, green, and blue respectively) are possible rewards from Hard clue scrolls, while metallic dragon masks with only two chromatic mask (black, bronze, iron, steel, mithril and frost) are possible rewards from Elite clue scrolls. As with all treasure trails, there's no 100% guarantee, leaving the secondary methods of obtaining these masks to either trading with other players or buying through the Grand Exchange.
