Geologists can not predict an earthquake in the way the weather forecasters can predict hurricanes or tornadoes.

There is seismic activities that can indicate an earthquake may be eminent though.

Yes and no. Yes, they can be measured using seismographs, machines that measure how much an earthquake shakes the ground. I say seismographs, because 3 are used to triangulate the position of the earthquake. Earthquakes are unpredictable because they are caused by movement in the earths lithosphere. However earthquakes are more likely to happen in certain places, such as a place where a piece of crust slides over another piece a little bit. If the crust moved, the top piece could come slamming down.

obviously they can't predict it because they don't know how much stress is put together in strike slip faults!
