It seems that it can. I myself get tender pimple-like spots on my cheeks after eating salmon, and have decided that I shall quite eating salmon. It is likely that the fish (most often cultivated) has too many contaminants, and probably depending on what animal feed it has been fed and grown on. Ask around, and you will find many persons have attributed their rash to a marinade or sauce when it is in fact the salmon itself that is the culprit.

Eating fish that has been specifically caught and correctly prepared for human consumption should not give you a rash, unless you are allergic to fish or any of the cooking ingredients used.
