no they can not the have to go by the votes of the state and chioce what the most people want
electors are generally nominated by the parties in each state and the electors have a final say in the election to make it fair. the electors listen to the people and vote for the person chose most by the people and the electors can't vote any way they wish.
The electorate
A person who had the right to vote in an election
_____ Members of the Electoral College, called electors, will vote for one person as president and for another as vice-president.
The Constitution just calls them "electors".
Officially, there is no president-elect yet. (Unofficially, it is Barack Obama.) In mid-December, the Electoral College will meet, and the Electors from the 50 states will vote for the President of the United States. Each Elector - one representing each congressional district in the nation, plus two for each State - can vote for the person he or she believes is best suited for the office of President. While there is no legal requirement to do so, the vast majority of the Electors will vote for the person they were chosen to represent. Electors who do not vote for "their" candidate are called "Faithless Electors", and these faithless electors have never been the deciding factor in an election in the Electoral College.
The election officials in each state control the election of the electors. The people vote for the electors who are sworn to support their choice for president and VP. After the electors are chosen, they can, in theory, vote anyway they want but almost never do they break their pledge. Their votes are cast and sealed and sent to Washington to be counted..
The electoral college elects the president and vice-president of the US. The electors are elected by popular vote and declare in advance how they will vote if they are elected, so the people choose electors who will vote the way they would vote if they were electors.
269 electors vote Republican, and the other 269 electors vote Democratic.
Although the electors normally vote for their candidates, there have been faithless electors who voted for someone else or else did not vote.
