It can, actually. But you can't stop it if they're grazing on pasture and you're not seeing them or feeding them daily. It's much more possible in feedlot cows and heifers with a hormone called MGA. This is a hormone that makes a heifer or cow's body think she's pregnant and not go into heat. Unfortunately this drug must be administered on a daily basis to work, and since it is very stressful to be injecting cattle with a needle every day, it's presented to them in the feed they get every day.
But in a grazing or pasture environment, not a chance.
