This question pertains both to Telekinesis and to Psychokinesis. Psychokinesis (PK) is the apparent ability to influence the environment with the mind. Telekinesis is the apparent ability to do this from a distance. Another term for Telekinesis is Distant PK as opposed to Local PK. People who can do these things are rare and are often termed 'PK agents'. A more modern term for PK is Anomalous Perturbation (AP).

From research, it appears there are two aspects to PK agency. The first is the distance of the agent from the target object or person, either local or distant. The second is the intent of the PK agent, either spontaneous or intentional.

Intentional PK agents can perform on demand, spontaneous agents do not do so and in fact are unaware of their abilities.

The likely population sizes of these four types of individuals likely differ. Most largest group is probably the spontanteous local agnets, followed by the intentional local agents, the spontaneous distant agents with the intentional distant agents the smallest of the four groups. Overall it is likely that no more than one percent of the population have any abililites so the answer to the question is 'no' not everyone can perform acts of kinesis in either form.
