No, they cannot be.
If a patient is "coding", which means they require resuscitation, the family will be told to leave the room. Refusal will result in the calling of security or a nearby police officer, whichever is nearest.
The reason family cannot stay in a room while a patient is being resuscitated is because aside from being extremely stressful to see, the family will be in the way. They would be crying and yelling (so the doctors can't hear each other clearly) and trying to get to the patient (getting in the way of the doctors, tripping on equipment), which will just slow down the doctors and lower the patient's chance of survival.
Family access usually means that your immediate family members can also enter or access the area as well. A common example of this is the break room where you work can be accessed by immediate family members for most companies.
In a semi-private room, it may provide for more privacy (the family of the roommate does not have to "pass by" the dying patient to get to their loved one). In a private room, I have no idea why this would be done! I have heard of opening windows to let the patient's "spirit out" (a Native American custom), but I have never heard of moving a dying patient closer to the window in a private room.
The patient is brought to the operating room on a wheelchair or bed with wheels

Try to wake up your mom and your other family members in the house. Don't panic because if you do, then you will panic your family members too. Try to stay calm and maybe pray that you and your family members can get out of the house safely. If your clothes are on fire, stop, drop, and role. Call 911 if you can get to the phone. If not, try to find a phone close by. If you smell smoke from somewhere go down to the ground and craw because smoke is not good for your lungs. If you at the living room, and you see a exit door, don't open it in less you checked and see if the nob is that warm because if it is then there is a fire from that room, or if you are at a room with your family members, and a fire is about to enter the room, you try to find something to break the window and try to escape out the house.
It allows family members, friends, ex-lovers of all ages to be in the same room and not have to talk to each other.
