Yes, so never trust a mechanical safety as the only thing keeping a gun from shooting something you don't want to shoot. Remember the 4 rules of gun safety:
1-- Assume all guns are loaded at all times, each time you see one or touch one.
2-- Do not allow the barrel of the gun to point in the direction of anything or anybody that you do not want to shoot.
3-- Keep your finger off the trigger (and even better, outside of the trigger guard) until your sights are on the target AND you have decided to shoot.
4-- Be sure of your target and what is behind it (where will your bullet end up if you miss or your bullet goes right through that target?)
very minor addition: "Misfire" means a cartridge does not fire when the primer is struck. In other words, you pull the trigger, the hammer falls, but nothing happens because the cartridge or primer is defective. If you what you mean is can a gun fire even if the safety is on, then all of the first answer is correct.

To transport firearms in a vessel, firearms should be unloaded with the safety on and in a gun case. This will ensure that guns do not go off accidentally.
